UBAtc continues its activities

Following the latest health measures put in place by the Belgian authorities to deal with the COVID-19 situation, the UBAtc is taking temporary measures, in the interest of everyone's health, in order to continue providing the best possible services.

Despite having adapted our way of working, it will still be possible to contact the UBAtc secretariat. We recommend submitting your questions by e-mail to info@butgb-ubatc.be. An employee of the UBAtc secretariat will contact you as soon as possible.

The approval operators of the UBAtc will also continue providing services. If you are already a client of the UBAtc, we recommended that you address your questions to the engineer designated by the approval operator, who is in the best position to answer your questions.

We hope to be able to return to our normal operations as soon as possible. In the meantime, please take good care of yourself and of your beloved ones. See you soon!

The UBAtc management

The UBAtc is Belgium's only authority offering technical approval of construction materials, products, systems and installers.

The main deliverables of our work are national and European technical approvals for materials, products and systems. Whereas European technical approvals (ETA) are strictly limited to the regulatory environment and European directive 89/106/EEC, the national technical approvals (ATG) are voluntary assessments, covering both regulated and other characteristics, demonstrating the fitness for the intended use.

As a rule, national technical approvals require certification according to ISO system 5, performed by certification bodies assigned by the UBAtc, while conformity assessment for European technical approvals corresponds with the systems laid down in European Commission Decisions, where relevant performed by third parties recognized by their member state and notified under article 18 of directive 89/106/EEC.


On 14 December 2018, UBAtc decided to apply for WFTAO (World Federation of Technical Assessment Organisations) membership.
The WFTAO was founded in 1996 and is a worldwide network for coordinating and facilitating the technical assessment of innovative construction products and systems.
The WFTAO currently has 25 members from 22 countries across the global market, enabling UBAtc to achieve better access to the international markets for Belgian manufacturers.
In the meantime, WFTAO confirmed UBAtc’s membership.

During its meeting in June 2018, the UBAtc’s Board of directors agreed that Jef Lembrechts, VCB, is the new President of the organisation. Jef Lembrecht was, until his retirement, delegated administrator or the contractor Vanhout. UBAtc thanked Jan Coumans for having been President for many years.


In October 2015, UEAtc unanimously elected its new President, Mr. Benny De Blaere, director of the BCCA (the Belgian Construction Certification Association).

During its previous meeting on 18 and 19 October 2017, in the premises of NSAI (National Standards Authority of Ireland) in Dublin, the Coordination Commission of UEAtc took the decision to prolong the mandate of Mr De Blaere for another 2 years. 

The General secretariat, UBAtc (Belgium), has also been confirmed unanimously for another mandate of 5 years.

The first “Innovatie ID innovation” (IIDI) are now available online. This new simplified assessment procedure for very innovative products has been set up on the demand of the Walloon Region, but is now extended to other Regions. The declarations of suitability for use IIDI for innovations are part of the process aiming to obtain a full technical agreement ATG.

The approval operator designated by the UBAtc, BCCA, has decided to set up a new Specialized Group for the treatment of approval dossiers related to exterior insulation systems. These dossiers were previously treated in the Specialized Groups "Finishing" and "Facades".
This new Specialized Group meets for the first time on 23 November 2016.
The Specialized group is composed by representatives of the concerned stakeholders in the sector.

In accordance with Belgian legislation, the Belgian designating authority, the Federal Public Service Economy, extended the designation of UBAtc as a Technical assessment body in the framework of Regulation (EU) N° 305/2011.


Newsletter UBAtc News (in Dutch #01/2016 and French #01/2016 only)

On 15 July 2013, UBAtc was designated by the Belgian Federal Public Services Economy as Technical Assessment Body in the framework of Regulation (EU) N° 305/2011. Since 16 September 2013, applying for a European Technical Assessment through UBAtc is possible. The European Technical Assessment is the alternative route allowing manufacturers to CE mark products in the absence of a harmonized standard. Taking into account the transition from the Construction Products Directive 89/106/EEC to the Construction Products Regulation (EU) 305/2011, causing a significant change for European Technical Approvals (see relevant information sheet), new application forms apply from 1 October 2012 onwards. Separate application forms are foreseen for applications in the framework of the Construction Products Directive 89/106/EEC or the Construction Products Regulation (EU) 305/2011 and all other applications.

The Flemish Region confirms that from 1 July 2012 onwards, subsidies for post-insulation of cavity walls with in-situ insulation products will be granted if conformity of the works with the relevant STS is demonstrated. The UBAtc’s approval scheme for post-insulation of cavity walls with in-situ insulation products, announced in July 2011 by approval operator BCCA, provides one of the possible ways of demonstrating conformity. It is important that manufacturers and installers introduce their application several months before 1 July 2012 to be able to be on time.
